The simple truth is that a young man's first sexual experience with an older woman, is a 'right of passage' that has been around for eons. And there is good historical sense to it too. In hunter-gatherer times, males tended to get killed much more than women, who did most of the gathering and child rearing. Consequently there were always a much larger percentage of living females than males.
It just makes sense that older women would ingrain this into our genes over thousands of years. And the opposite thing, young women for older men, carried a different purpose, much later when civilizations were more conquest oriented. But the former is far older than the later. So it is not going to go away, regardless how much the authorities may attempt to end it. It's in our genes.
One of my favorite movies about this genre is the Summer of 42, or the older 1969 take of "The First Time".
