There is another article related to this in the Victory Lane forum. I think it passed in California. The bill was for Ca only and I think NY state did pass something along these lines.

I rescued animals for 20 years and I can't even begin to tell you the horrors I've seen. I can't even watch Animal Cops anymore because it just stirs up shit I don't want to remember.
